The Administrative Committee of SCODA has set up nine internal organizations, namely, the General Affairs Department, the International Logistics Department, the Modern Trade Department, the Bilateral Investment Department, the Commerce, Tourism and Culture Department, the Marine Cooperation Department, the Economic Development Department (under the name of Emergency Management Department), the Finance Department, and the Planning and Construction Department. According to regulations, a Discipline Inspection and Supervision Organization is set up. The SCODA implements the management model of “administrative committee + company” in combination with flat hierarchical responsibility and carries out several important systems, such as the system that makes the company the operator of a park.
