Shanghai Cooperation scientific and technological achievements transfer and transformation center

In November 2019, when attending the 18th meeting of the Council of heads of government (prime ministers) of SCO member states in Tashkent, Premier Li Keqiang proposed that China will jointly build a "technology transfer center of SCO member states" with all parties to promote the sharing of scientific and technological information and the transformation and application of innovative achievements. On November 30, 2020, in the joint communique of the 19th meeting of the Council of heads of government (prime ministers) of SCO member states, it was pointed out that the delegation of Member States supported the joint study on the establishment of the technology transfer center of SCO member states in Qingdao. On December 10, the 2020 Qingdao International Technology Transfer Conference opened in Qingdao. At the meeting, the "China Shanghai Cooperation Organization Technology Transfer Center" (hereinafter referred to as the "center") was officially unveiled by the Ministry of science and technology.

The "center" adopts the "one two three" architecture design, that is, "to set up a scientific and Technological Achievements Transformation Fund, strengthen the linkage of innovation park and Industrial Park, and build three projects of network platform, conference exchange and project think tank". Through the integration of "government, enterprise, University, finance, service and association" and other resources, it builds a new one-stop, distributed international cooperation platform to promote cross regional scientific and technological innovation cooperation .
