The First Batch of Provincial-level Administrative Power Items were Delegated to the SCODA, These 54 ‘Regional Issues’ were Implemented as ‘Regional Affairs’
Qingdao Daily Press Group/Guanhai News January 25 Recently, the list of the provincial-level administrative powers and responsibilities for the China-SCO Local Economic and Trade Cooperation Demonstration Area (SCODA) was published on the official website of Shandong Government Affairs. The list covers 54 items, which include the review and approval of enterprise investment projects, the examination and approval of the establishment of small loan companies among others. These items are the first batch of provincial-level administrative power items undertaken by the SCODA.
It is reported that the first batch of provincial-level administrative power items undertaken by the SCODA totals 54, including 36 administrative authorizations from 17 functional departments of the provincial government, 12 other administrative powers, 4 administrative penalties, 1 administrative affirmation, 1 administrative inspection. The specific items involve the review and approval of enterprise investment projects, the examination and approval of the establishment of Sino-foreign cooperation vocational skills training institutions, the examination and approval of medical instruments advertisement, the examination and approval of the establishment of small loan companies, etc., covering diverse areas of economic development, foreign affairs, education, training, tourism, science and technology, etc.
"The first batch of provincial-level power and responsibility items includes two categories, which are direct delegation items and authorized delegation items. We will follow the guidance of provincial departments and go through the proper procedures as soon as possible, in accordance with the principle of "All items handled on one website, in one go", as per the demand of the companies. Once we officially start to perform the undertaken items, we will be able to save a large amount of time for the companies, and improve efficiency." A staff member of the Economic Development Department of the Administrative Committee of the SCODA said that the SCODA will further broaden the scope of items it undertakes, speed up the pace of undertaking municipal level administrative power items, and strive to get some state-level administrative power items to be delegated so that the SCODA could continuously enjoy the bonus of institutional reform.
It is understood that last July, the provincial government released the circular on delegating some provincial-level administrative power items to the SCODA, which points out that the negative list system will be adopted in the SCODA. According to the principle of one-time authorization, undertaking in batches, provincial-level administrative power items that can facilitate the independent development, reform and innovation will be delegated to the SCODA as many as possible. The provincial-level administrative power items outside of the negative list will be undertaken by the SCODA gradually and in batches, in line with the demand of the works, ability to undertake and conditions of implementation of the SCODA, so as to build the first-grade business environment where "affairs within the SCODA can be handled by the SCODA". Following the release of the circular, on the basis of satisfying the demand for economic development, business, tourism, and culture exchanges, the provincial-level administrative powers and responsibilities list of the SCODA was formulated, in the endeavor to undertake the largest number of provincial-level administrative power items possible.
