In order to optimize the environment for talents' innovation, entrepreneurship and development, and recruit more high-level, professional and international talents with the spirit of innovation and entrepreneurship, the China-SCO Local Economic and Trade Cooperation Demonstration Area, and the Qingdao Area of the China (Shandong) Pilot Free Trade Zone released a number of talent recruitment policies. The policies will guide the building of five centers of the SCODA, namely the regional logistics center, the modern trade center, the two-way investment cooperation center, the business, tourism and culture exchanges and development center, and the marine cooperation center. The policies will also guide the development of five pillar industries of the Qingdao Area of the China (Shandong) Pilot Free Trade Zone, including the modern marine industry, international trade, shipping and logistics, modern finance, and advanced manufacturing.

New policies for talent recruitment

Including those talents independently recommended by high-growth institutions in the Stars of the Future Program

 

Focusing on new technologies such as 5G, artificial intelligence, as well as new industries, new business forms and models.

 

Selecting high-growth companies who own core intellectual property rights, show the potential to become unicorn or gazelle companies, and have obtained the first round of financing of over 10 million RMB from venture capital institutions.

 

Selecting new types of research and development institutions that have attracted a pool of talents, possess strong R&D abilities, and are highly efficient in transforming research results into profits.

 

The above-mentioned companies and institutions will be endowed with the independent talents recommendation right. The talents recommended by them can be directly included in the Stars of the Future Program, the employers of the talents could receive annual subsidies for training ranging from 100,000 RMB, 200,000 RMB to 500,000 RMB as per different levels of talents within two years.

 

The talents recommended by the companies that make outstanding contributions will be included in the Exceptional Talents Program

 

Focusing on traditional areas of advantages

 

Selecting the companies who make outstanding contributions to the development of their industries.

 

The above-mentioned companies will be endowed with the right of Recommending Talents According to their Performance. The recommended talents will be included in the Exceptional Talents Program of the district or county-level city where the two areas are located, and will also be priority candidates for the Exceptional Talents Program of Qingdao.

 

High-level talents who were selected in the competitions will be included in Qingdao Leading Talents for Entrepreneurship and Innovation Program

 

Focusing on high-growth talent projects, and selecting talents by competition results

 

The talents rated at second place or above in innovation and entrepreneurship competitions at municipal, provincial or national levels, and included in the implemented talent projects in the two areas

 

The talents who werw directly included in Qingdao Leading Talents for Entrepreneurship and Innovation Program will gain 1 million RMB in R&D subsidy encouraging entrepreneurship and innovation, plus 300,000 RMB in settling-in allowance.

 

High-level talents graded by their salary levels will be granted the Service Green Card

 

Those talents who sign legally binding employment contracts of three years or longer, paid social insurance in Qingdao, abide by the law and maintain good social credit records, will be rated by their salary levels.

The recruited talents specializing in foreign trade and economic cooperation, foreign affairs, and foreign languages, whose performance and contributions are outstanding, could participate independently in the top talents selection at the municipal level or district (county-level city) level where the two areas are located.

 

For high-end and urgently needed talents specializing in foreign trade and economic cooperation, foreign affairs, and foreign languages, the department of the municipal government responsible for this industry could propose and apply for support according to the case-by-case approval  policy designed for high-end talents.

 

Including the leaders of foreign-invested and joint venture financial institutions in the Qingdao Support Program for High-end Financial Talents

 

The leaders of foreign-invested financial institutions of certain scales such as equity investment management and entrepreneurship investment management institutions, supported by the two areas.

 

The leaders of the financial institutions cooperating with the Asian Infrastructure Investment Bank, the Silk Road Fund, China-Eurasian Economic Cooperation Fund, SCO Interbank Consortium, and other institutions.

 

High-end accounting talents selected by the Ministry of Finance to participate in the International High-end Accounting Talents Training Project.

 

All the above-mentioned talents will be categorized as high-end financial talents in Qingdao and will be granted subsidies of no more than 200,000 RMB, the exact amount of which is calculated by a certain percentage of last year's annual salary actually paid by the employer deducts the individual income tax.

The lawyers from Hong Kong and Macao SAR jointly operate local law firms.

If the public institutions in education and medical care need to bring in urgently demanded talents, as long as these posts are within their designated number of posts, such talents could be directly brought in by the district or county-level city government departments responsible for the same areas. Such recruitment needs only to be filed with the municipal human resources and social security department in accordance with relevant procedures, while the staffing, human resources and social security departments will no longer practice pre-approval.

 

The talents for highly professional posts or major projects could be brought in as contract-based civil servants.

The municipal, district or county-level city finance department will jointly set up a Talent Empowering Fund in the amount of 100 million RMB for the first phase. The fund will be operated as a policy fund, and provide equity investment for the talent projects consistent with the two areas of industrial development at the seed stage and start-up stage, so as to give full play to the strength of capital in discovering and empowering talents.

 

Setting up a living subsidy system for high-end talents from foreign countries, Hong Kong, Macao SAR and Taiwan Province

 

The departments responsible for talent-related work in the district or county-level city where the two areas are located should assess and recognize:

 

For the high-end talents from foreign countries, Hong Kong, Macao and Taiwan who work in medical care, scientific and technological innovation and other areas, the finance department of related district or county-level city will provide living subsidy in the amount of 30% of the last year's annual salary actually paid by the employer deducts the individual income tax, without maximum limitation.

 

For the high-end entrepreneurial talents from foreign countries, Hong Kong, Macao and Taiwan, the finance department of related district or county-level city will provide living subsidy accounting for 30% of the company's last year's tax contribution in Qingdao multiplied by the ratio of the individual's shareholding, without maximum limitation.

 

Improving the convenience of work, residence and traveling for talents from foreign countries, Hong Kong, Macao and Taiwan

 

Talents from foreign countries, Hong Kong, Macao, Taiwan and members of innovation and entrepreneurship teams could apply for a 5-year residence permit with the exit and entry management department of the public security department, as long as they are able to provide work permits and documents from their employers;

 

The eligible and recognized high-end talents and their spouse, underage children could follow due procedures and directly apply for permanent residence in China with the exit and entry management department of the public security department;

 

Chinese talents with foreign nationalities who come to Qingdao for family visits, business meetings, science, education, culture, and health-related exchanges, and personal affairs, could be issued 5-year multiple entry visas.

 

University graduates from foreign countries, Hong Kong, Macao and Taiwan could enjoy the same treatments for employment and entrepreneurship

 

Qualified undergraduates who are employed or start a business in the two areas, regardless of their registered permanent residence, could enjoy favorable policies such as housing subsidy, one-off settling-in allowance, employment or entrepreneurship subsidy for undergraduates, as long as they can provide employment contracts or Hong Kong, Macao and Taiwan residence permit.

 

Stronger housing guarantee measures for talents

 

The talent housing with property rights built in the two areas should be sold at a price not higher than the property sold in the market within the same area in the same period:

 

Youth Stations should be built in the two areas to provide no more than 7 days of free accommodation for job-hunting undergraduates who graduated freshly or in the year before.

 

Improving the comprehensive services for talents

 

Building pilot international talent communities, and providing better services for overseas talents in the international communities.

 

 

Supporting the development of social organizations such as overseas experts and student associations.

 

Striving to bring in more foreign-invested talent agencies, further expanding the channels of foreign talent introduction, and improving the services facilitating the flow of foreign talents.

 

Exploring the enclave incubation model for talent projects radiating the rest of Shandong province.
