According to the Decree of the President of the Republic of Uzbekistan No. PP-74 dated December 30, 2021, Vladimir Norov was appointed Deputy Foreign Minister. On December 31, he attended the ministry affairs meeting of the Ministry of Foreign Affairs of the Republic of Uzbekistan.
Dr. Norov, Ambassador Extraordinary and Plenipotentiary, assumed the post of SCO Secretary-General from January 2019 until 31 December, 2021.
