On the morning of October 18, the Second Belt and Road Energy Ministerial Conference jointly hosted by the National Energy Administration and Shandong Provincial Government opened at Qingdao International Convention Center. During the conference, Cuba, Morocco and other countries became new member states of the Belt and Road Energy Partnership. Through consultation and consensus of all member states, the Terms of Reference of the Belt and Road Energy Partnership was passed and officially released.
