On August 29, the Returnees Innovation and Entrepreneurship Summit, Qingdao, Shandong, China was held in Jiaozhou. This summit, themed on "Studying Abroad to Serve the Country · Gathering Intelligence in Shandong · Embracing the SCO", aims to implement the spirit of the 12th Provincial Party Congress, give full play to the advantages of Western Returned Scholars Association in human resources, focus on the national strategy of SCODA, build a platform for talent exchange and cooperation at home and abroad, and help to build a strong modern socialist province in the new era.

Sun Chuanshang said in his speech that this summit represents the concrete measures of the Provincial United Front Work Department and Shandong Western Returned Scholars Association to implement the important instructions of General Secretary Xi Jinping and decisions of the CPC Provincial Committee, give full play to the talents and wisdom of overseas students, support the construction of SCODA and Qingdao as an international metropolis, and contribute to the high-quality development of Shandong. At present, the construction of Shandong into a strong modernized province and the SCODA in Qingdao is making full efforts, which needs and calls for talents, and will also empower talents. In his speech, Cheng Lin hoped that the majority of overseas students would inherit and carry forward the glorious tradition of serving the country by studying abroad, grasp the trend of development, seize the current opportunities, and show courage in innovation and creation. The overseas students should take the initiative to participate in the high-quality development of Shandong Province and the construction of SCODA, fully integrate capital, technology, talent, policy and other factors, and sufficiently combine personal goals with the development trend. They will contribute their wisdom and strength to the construction of Shandong into a strong modern socialist province in the new era and the implementation of the national strategy for the SCODA.

During the summit, the job directory information of "Gathering Intelligence in Shandong · Embracing the SCO" for high-level talents was released. And the inauguration ceremony of Shandong Overseas Students Innovation and Entrepreneurship Base was held.
At the "Embracing the SCO" signing ceremony of strategic cooperation agreement among institutional platforms, the Administrative Committee of SCODA signed strategic cooperation agreements with Shandong Western Returned Scholars Association and Qingdao United Medical Transformation Center respectively. Jiaozhou Human Resources and Social Security Bureau signed a strategic cooperation agreement with China Qingdao International Economic and Technological Cooperation (Group) Co., Ltd.
In the "Embracing the SCO" signing ceremony for innovation and entrepreneurship projects, Jiaozhou People's Government, the Administrative Committee of SCODA and Shenzhen Audaque Co., Ltd. signed an agreement on the project of "two centers and two headquarters" and "one chain and four platforms" of SCODA. Shandong Haohai Dredging Equipment Co., Ltd., Qingdao University and Qingdao Tiansheng Fusion Environmental Technology Engineering Co., Ltd. signed an agreement on the SCO marine environmental engineering technology project. Qingdao China-Iran Innovation and Technology Center and China-Iran Silk Road Digital Technology Co., Ltd. signed an agreement on the Silk Road digital platform project. Jiaozhou People's Government and Shandong University signed an agreement on the project of Shandong (Qingdao) Machine Vision Industrial Park. Jiaozhou Jiaobei Sub-district Office and Shanghai Feisuo Space Equipment Technology Co., Ltd. signed an agreement on the project of Feisuo Space Satellite Industrial Park. Jiaozhou Jiaolai Sub-district Office and Qingdao YC Leishuo Technology Co., Ltd. signed an agreement on YC Leishuo's radium semiconductor project. Jiaozhou Licha Town People's Government and Jincheng Holding (Shandong) Group Co., Ltd. signed a contract on Jincheng's new energy vehicle project.
