Legal services guarantee smooth economic and trade cooperation SCODA is building a foreign-related legal services cluster that covers industry, research and supporting services by bringing together the strengths of relevant departments, utilizing the big data platform, technological strength and industrial resources of Social Credits Technology, a renowned big data firm in China, and setting up foreign-related legal services big data platform. The foreign-related legal services big data platform aims to integrate the data of companies, law firms, law, cases of "Belt and Road" countries, especially SCO countries, and take the lead in China to establish the smart cloud legal service platform, SCO and Belt and Road countries legal inquiry platform, foreign-related legal services high level think tank and accomplishments sharing platform, legal profession community, and "big data+" legal service innovation platform, in a bid to remove the data barrier of the foreign-related legal service sector and improve its service quality. It aims to create a one-stop online shop of foreign-related legal services and solutions for governments, law firms, companies and individuals.

SCO Legal and Intellectual Valley mainly consists of the industrial center, the research center and the empowerment center. The industrial center has financial and legal service cluster, IPR legal service cluster, trade legal service cluster, investment legal service cluster, etc. The research center brings in industrial associations, think tanks, higher education institutions and academic institutions to set up foreign-related law research institute, think tank and talent incubation center, and organize saloons and forums on foreign-related laws, as well as other activities including frontier research, road shows, exchanges and academic lectures. The empowerment center, based on the demand for foreign-related legal services, attracts translation firms, notary offices, accounting firms, arbitration and evaluation firm, judiciary identification institutions, legal assistance and public service centers, etc.
At present, SCO Legal and Intellectual Valley has gathered famous domestic and foreign law firms including Allbright, Deheng, Yingke, Wincon, and Zhong Wen, as well as foreign-related legal service institutions such as International Commercial Mediation Center for "Belt and Road", Maritime Arbitration Center, Qingdao Maritime Court, Belt and Road Law Research and Practice Base of East China University of Political Science and Law at SCODA, SCODA Benchmark Chambers International & Benchmark International Mediation Center, and "Belt and Road" Foreign-related Law Research Center and Think Tank. A strong, diverse and effective foreign-related legal services system is taking shape.
The construction of the five centers, namely, international logistics center, modern trade center, two-way investment cooperation center, business travel and cultural exchange development center, and marine cooperation center, is well underway. SCO Legal and Intellectual Valley focuses in creating "the first online+offline whole-industrial-chain cluster of foreign-related legal services in China".
