Zhang Xinzhu Led a Team to Visit Heilongjiang

From December 18 to 22, Zhang Xinzhu, Member of the Standing Committee of the CPC Qingdao Municipal Committee and Secretary of the Party Working Committee of SCODA, led a team to visit Heilongjiang Province.

On December 18, Zhang Xinzhu and his team met with Zhang Anshun, Member of the CPC Heilongjiang Provincial Committee, Secretary of the CPC Harbin Municipal Committee, at the government building of Harbin.

Zhang Xinzhu hoped both sides could deepen pragmatic cooperation in building logistics channels, "Silk Road E-Commerce" and industrial investment, to share resources and advantages, jointly break through bottlenecks and pain points, and make concerted efforts to implement national strategies.

Zhang Anshun hoped the two sides could continue to cooperate in building channels, platforms,

industrial connections, and people-to-people exchanges, deepen resource and advantage sharing, and promote industrial collaboration for win-win results.

Then Zhang Xinzhu and his delegation visited the Administrative Committee of Harbin New Area and met with Xiao Bin, Secretary of the Party Working Committee, Director of the Administrative Committee of Harbin New Area.

Zhang Xinzhu said that SCODA would like to strengthen collaboration with Harbin New Area, carry out all-round cooperation in platform, ecology, and industries, and jointly explore institutional opening-up in rules, regulations, management, and standards, to facilitate enterprises to improve efficiency, lower cost, and expand market, thus promoting the high-quality development of the real economy and serving China's opening-up.

Xiao Bin believed that Harbin New Area and SCODA shared similar responsibilities and missions, and hoped that the two sides could establish a sound exchange mechanism, and learn from and empower each other for common development.

On December 19, Zhang Xinzhu and his team visited the Museum of the Harbin Institute of Technology and met with Liu Ting, Member of the Standing Committee of the Party Committee, Vice President of the Harbin Institute of Technology.

Zhang Xinzhu hoped that the two sides could raise the dimension of cooperation, take the perspective of national strategies, establish a new cooperation mechanism, further integrate resources, identify matching points, combine each other's strong suits, and empower the high-quality economic development of the region and the SCO countries.

Liu Ting said that Harbin Institute of Technology would deepen cooperation with SCODA based on its own professional and talent advantages.

On the same day, Zhang Xinzhu and his team also visited the scientific innovation headquarters of Shenzhen (Harbin) Industrial Park, Heilongjiang Huida Technology Development Co., Ltd., and Beidahuang Group. They met with Yang Baolong, Deputy Secretary of the Party Committee, Vice Chairman, and General Manager of Beidahuang Group. Zhang Xinzhu said that SCODA would highlight its attributes as public goods, form synergy with leading enterprises such as Beidahuang, to jointly break through bottlenecks, and create a hub for Chinese enterprises to enter SCO countries and a gateway for SCO countries to access the Asia-Pacific market.

Yang Baolong said that Beidahuang would step up cooperation with SCODA, to work together for common development, and better implement national strategies.

On December 20, Zhang Xinzhu and his team visited Heihe and met with Liu Yang, Deputy Mayor of Heihe.

Zhang Xinzhu said that SCODA would leverage the advantage of Heihe Port, deepen cooperation and exchanges with Heihe in channels and platforms building, industry matching, economic and trade cooperation with Russia, and collaborated innovation, carry out a systematic study to solve the bottleneck and pain points of industrial and supply chains and strive to build the pattern of opening-up through links running eastward and westward, across land and over sea.

Liu Yang said that Heihe would carry out in-depth, all-round, and broad cooperation with SCODA, and promote collaboration between Heihe Area of Heilongjiang Free Trade Zone and SCODA, to seek high-quality development through regional collaboration.

On the same day, Zhang Xinzhu and his team visited the Heihe Highway Port and Heilongjiang Bridge, as well as the Planning Exhibition of the Heilongjiang Free Trade Zone Heihe Area. While visiting the Heihe Bonded Logistics Center (Type B) and learning about its development and operation, Zhang Xinzhu and Liu Yang jointly unveiled the Border Port Warehouse of SCODA-Heihe "Silk Road E-Commerce" Comprehensive Service Base.

On December 21, Zhang Xinzhu and his team visited Jiamusi and met with Wang Jin, Member of the Standing Committee of the CPC Jiamusi Municipal Committee, Deputy Mayor of Jiamusi.

Zhang Xinzhu hoped that the two sides could form synergy to target the objectives and seek breakthroughs in prioritized sectors based on each other's advantages, specify the timeline, tasks, and roadmap, and accelerate implementing cooperation intentions to yield more fruitful results.

Wang Jin said that Jiamusi would like to strengthen cooperation with SCODA in building channels and platforms, seek coordinated development, and create a new hub for cooperation with Russia.

On the same day, Zhang Xinzhu and his team visited Tongjiang China-Russia Border Residents Trade Zone, and Tongjiang Cross-Border E-Commerce Industrial Park, and learned in detail about Tongjiang's channel and economic and trade exchanges with Russia.

On December 22, Zhang Xinzhu and his team visited China-Russia Railway Bridge (Tongjiang Port) to learn about the construction and operation of the bridge. Zhang Xinzhu pointed out that Jiamusi has 7 national first-class ports and 1 temporary open port. It is the prefecture-level city with the most open ports to Russia in China. We should take Jiamusi as a strategic pivot and build the base for SCODA to go north. He stressed that we should make full use of platforms such as the SCO International Hub Port to deepen practical cooperation with Jiamusi, leverage each other's advantages, strengthen capacity building, promote the in-depth coupling of industrial and supply chains, and seek greater breakthroughs in economic and trade cooperation with Russia.
