SCO Comprehensive Service Platform Connecting with the World! China-SCO Local Economic and Trade Cooperation Comprehensive Service Platform Launched
On November 25, the Launching Ceremony of the China-SCO Local Economic and Trade Cooperation Comprehensive Service Platform & Seminar on SCO Trade Digitalization and Facilitation was held at Qingdao·SCODA Pearl International Expo Center. China-SCO Local Economic and Trade Cooperation Comprehensive Service Platform (hereinafter referred to as the "SCO Comprehensive Service Platform"), the first one-stop public service platform for local economic and trade cooperation in China towards SCO countries was launched.
Huang Guansheng, Member of the Party Committee of the General Administration of Customs, and Director General of the National Office of Port Administration; Yuan Bingzhong, Member of the Party Group, and Vice President of Xinhua News Agency; Liu Jianjun, Member of the Standing Committee of the CPC Qingdao Municipal Committee, and Vice Mayor of Qingdao; Sun Xiao, Secretary General of China Chamber of International Commerce, APEC China Business Council; Yury Senko, Ambassador of Belarus in China; and Sohail Khan, SCO Deputy Secretary-General attended the event and delivered speeches. Huang Guansheng said in his speech that the Chinese Customs will, as always, support the construction of SCODA, continue to deepen exchanges and cooperation with the SCO countries, and constantly improve the facilitation of economic and trade exchanges among the SCO countries and countries along the Belt and Road, so as to achieve mutual benefit, win-win results and common development.
In his speech, Yuan Bingzhong said that the SCO Comprehensive Service Platform is an important measure of SCODA to implement the instructions of the 20th CPC National Congress and promote high-level opening-up, and it will have positive impacts on promoting the liberalization and facilitation of SCO trade and investment within the SCO.
Liu Jianjun said that, as the first comprehensive service platform centered around the application scenarios and cooperation demands of the SCO economic and trade cooperation, the SCO Comprehensive Service Platform could provide one-stop solutions for the economic and trade cooperation between enterprises of China and the SCO countries. Sun Xiao said that the SCO Comprehensive Service Platform is a full-cycle one-stop comprehensive service platform tailored for the market entities in SCO countries. It will become an all-weather digital channel connecting SCO countries' high-quality resources and their demand for vast markets. And it will contribute to the building of a new pattern of economic and trade development that is more open, inclusive, efficient and convenient.
Yury Senko said that the SCO Comprehensive Service Platform built by SCODA will provide support for deepening cooperation across all business types and solve complex problems in industrial and logistics chains. It will help deepen the strategic coordination, digitalization, innovation and liberalization of international trade and investment, so as to form a closer SCO community with a shared future.
Sohail Khan hoped that the SCO Comprehensive Service Platform could deepen the economic and trade cooperation among SCO countries, maintain the industrial and supply chains within the organisation and promote the development of the world economy.

Providing Demonstrative Solutions for Economic and Trade Openness and Integration
During the event, Li Gang promoted the SCO Comprehensive Service Platform.
It was introduced that the SCO Comprehensive Service Platform is innovatively launched by SCODA as the first one-stop public service platform for local economic and trade cooperation in China towards SCO countries. Under the guidance and support of the General Administration of Customs, Xinhua News Agency, National Office of Port Administration and other institutions, by leveraging China International Trade Single Window, the platform will be built into an economic and trade information service center and data exchange center between China and the SCO countries, thus providing demonstrative solutions for the economic and trade opening up and integration among the SCO countries.
The core functions of the SCO Comprehensive Service Platform include cross-border procurement, one-stop customs clearance, full-chain logistics, smart tax engine, featured finance, full-scenario services, SCO New Area window and digital SCO.
Differentiated from other platforms for comprehensive economic and trade services, the SCO Comprehensive Service Platform highlights originality, integration, publicity and systematization. It is not only the first comprehensive economic and trade service platform for SCO countries in China, but also an information release center for policy release, country study, industry analysis and information services. It also serves as an operational platform for cross-border procurement, customs declaration and inspection, credit insurance, financing and tax rebate, and a data display center for SCO economic and trade cooperation, SCO resources agglomeration and the achievements of the SCO New Area. In addition, by coordinating with customs, taxation and other departments, the platform integrates high-quality resources such as banking, credit insurance, warehousing and logistics, and brings together numerous cooperative partners to provide one-stop closed-loop services for enterprises.
Empowering the Construction of "Ecological Circle" with Full Elements
Building a high-quality SCO Comprehensive Service Platform requires policy empowerment, the participation of market entities, and exploration and innovation in various sectors.
During the event, the Administrative Committee of SCODA issued Several Policies and Measures to Support the High-Quality Development of the Platform, and introduced 15 specific measures to support enterprises in SCODA to use the platform and expand the multimodal transport business. By empowering the construction of the platform, these policies and measures will substantially raise the level of facilitating SCO economic and trade cooperation, and further benefit domestic and foreign market entities.
The Administrative Committee of SCODA signed strategic cooperation agreements with 70 organizations and enterprises, including business associations such as the Russian-Asian Union of Industrialists and Entrepreneurs and China Overseas Development Association, leading enterprises such as Chinese-Russian Railway Container International Freight Forwarding (Beijing)Co., Ltd. and Honeytak Intermodal Limited, financial institutions such as Beijing Representative Office of Allied Bank Limited and Kyrgyz Public Fund for Innovation. The relevant parties will jointly promote investment and trade liberalization and facilitation among SCO countries by leveraging the SCO Comprehensive Service Platform, thus building an "ecological circle".
Version 1.0 of the platform focuses on deepening industrial chain and supply chain cooperation among SCO countries, while version 2.0 to be launched next year will combine the advantages of institutional innovation and stimulate the vitality of trade connectivity. "We will continue to focus on resolving the bottlenecks, problems and difficulties in our economic and trade cooperation with the SCO countries, increase the special functional modules such as the cross-border e-commerce, cross-border settlement and cross-border trade, establish an SCO big data cooperation center, and create a hub for enterprises from SCO countries to enter China as well as a platform for Chinese enterprises to enter SCO countries." said Meng Qingsheng, Member of the Party Working Committee, Deputy Director of the Administrative Committee of SCODA.
