On November 22, SCO Countries Cross-Border Transport Potential Promotional Meeting was held at Qingdao·SCODA Pearl International Expo Center. SCO Secretary-General Zhang Ming delivered a video speech. Nurlan Akkoshkarov, Minister Counsellor of Kazakhstan to China and Permanent Representative of Kazakhstan to the SCO Secretariat; Klimbayev Zasulan, Director of the Railway and Waterway Transport Committee of the Ministry of Transport of Kazakhstan; Zhang Xinzhu, Member of the Standing Committee of the CPC Qingdao Municipal Committee and Secretary of the CPC Working Committee of SCODA; Zhang Qingwei, Deputy Director General of the Department of Commerce of Shandong Province; and Zheng Huaiyu, Deputy Director of the Global Sustainable Transport Innovation and Knowledge Center, attended the event and delivered speeches. Zhiltsov Peter, Commercial Counselor of the Commercial Representative Office of the Russian Federation in China, attended the event.

In his speech, Zhang Xinzhu hoped that all guests could provide valuable cutting-edge information and constructive suggestions for the development of SCODA, and look forward to expanding and deepening cooperation with domestic and foreign leading logistics and cultural tourism enterprises, and sharing new opportunities for the high-quality development of the Belt and Road.

In his video speech, Zhang Ming expressed his expectations for SCO member states to continue to work together to promote connectivity cooperation, deepen the potential of cross-border transport, and inject new impetus into the sustainable economic and social development of all countries.

Nurlan Akkoshkarov hoped that through this event, SCO countries could jointly tap the potential of cross-border transport cooperation, and contribute more wisdom and strength to expanding cooperation in transport.

Zhang Qingwei said that we would leverage SCODA as an important platform to continuously deepen pragmatic cooperation with SCO countries in logistics channels, trade and investment, and people-to-people exchange, promoting the all-round cooperation between Shandong and SCO countries to a new height.

Klimbayev Zasulan said that we will speed up the construction of infrastructure and explore transport routes to achieve common development.

Zheng Huaiyu said that the conference would promote the connection of transport demands among SCO countries, tap cooperation potential, optimize transport networks, improve cross-border transport efficiency, and explore sustainable and efficient transport development.

The event, co-hosted by the Embassy of the Republic of Kazakhstan in China and the Administrative Committee of SCODA, is one of the joint activities planned during Kazakhstan's SCO chairmanship in 2023-2024.

At the event, the Cooperation Proposal on Building a High-Quality Trans-Caspian International Transport Corridor was issued.

"The Cooperation Proposal on Building a High-Quality Trans-Caspian International Transport Corridor will bring new opportunities for international logistics cooperation," said Saut Shynybayev, Deputy Secretary General of the International Association of Trans-Caspian International Transport Route. The construction of the trans-Caspian international transport corridor will further the cooperation between Shandong Port and Georgia Poti Port and other ports, promote the construction of international logistics channels, and improve transportation efficiency.

The Administrative Committee of SCODA signed framework cooperation agreements with five logistics, culture, and tourism enterprises, including Beijing Trans Eurasia International Logistics Ltd., JCtrans, World International Freight Forwarding Alliance, Beijing Tourism Group, and Shengwei Times Group.

During the event, the Memorandum of Cooperation on Cross-Border Transport, Aviation, and Tourism, was jointly signed by ten governmental institutions, industry associations, and enterprises including Qingdao Municipal Bureau of Culture and Tourism, the Administrative Committee of SCODA, Moscow Cultural Tourism Information Cooperation Center of Russia, Khabarovsk Mango International Tourism Co., Ltd. of Russia, and Tajikistan International Tourism Academy.

During the promotion session on the cross-border transport potential of SCO countries, Ding Xiaoxing, Director of the Eurasia Institute of China Institutes of Contemporary International Relations; Li Ziguo, Director of the Department for Eurasian Studies of the China Institute of International Studies; Saut Shynybayev, Deputy Secretary-General of the International Association of Trans-Caspian International Transport Route; Wang Wei, Director of the Institute of Urban Transport and Modern Logistics of the Transport Planning and Research Institute of the Ministry of Transport; Chairman and President of the Board of Directors of Aktau Port of Kazakhstan, Turk Pongbayev Abbe and others delivered thematic presentations.

During the event, there were also two parallel promotion activities for freight enterprises, and enterprises of passenger transport (aviation + tourism) & international friends @ Qingdao. The participants exchanged ideas and made promotions on topics such as the "high-quality development of China-Europe freight trains, construction of trans-Caspian international transport corridor", and "construction of Air Silk Road, building a bridge of tourism exchanges".
