Two SCODA Bases for Technical Measures to Trade Unveiled in Qingdao
On March 7, the Signing Ceremony of MOU between SCODA and Qingdao Customs and the Unveiling Ceremony of the Two Bases for Technical Measures to Trade were held at Qingdao · SCODA Pearl International Expo Center. The SCO Technical Trade Measures to Trade Research and Evaluation Base (hereinafter referred to as the "SCO Technical Measures to Trade Base") and the (SCODA) Spices Technical Measures to Trade Research and Evaluation Base (hereinafter referred to as the "SCO Spices Technical Measure to Trade Base") were officially inaugurated.
Zhang Xinzhu, Member of the Standing Committee of the CPC Qingdao Committee and Secretary of the Party Working Committee of SCODA, Shen Yang, Secretary of the Party Secretary and Director General of Qingdao Customs, and Li Gang, Vice Secretary of the Party Working Committee and Executive Deputy Director of the Administrative Committee of SCODA attended the events and delivered respective speeches.
Two National Bases for Technical Measures to Trade Unveiled
The SCO Technical Measures to Trade Base unveiled this time is China's first technical trade measures research and evaluation base oriented towards the SCO countries, aiming to serve manufacturing enterprises, trading companies, industry associations, etc. It will focus on key development industries in the SCODA, including "Silk Road e-commerce", bulk energy, automotive equipment, and emerging leading industries such as the "new three products" of domestic export. It will conduct information collection, regulatory research, measure review, and risk early warning in an orderly manner, and further enhance the ability of those enterprises to cope with technology and trade measures.
As China's only spices technical measures to trade research and evaluation base, this facility will leverage the traditional advantages of Qingdao's spices industry, focus on the export demand of China's pepper production enterprises, create a characteristic industrial cluster, help enterprises break export barriers, and expand the global market share.
The unveiling of the SCO Technical Measures to Trade Base and the Spices Technical Measures to Trade Base marked the official beginning of the construction of the SCO bases for technical measures to trade. On site, the three-year action plan for the construction of the SCO Technical Measures to Trade Base was released. It is planned to take "three-step" measures in three years to create the "four-in-one" intensive comprehensive service model, and build the "4+4+N" service object system. In accordance with the implementation path of "1+1+N", efforts will be made to build China's research center on technical measures to trade with SCO countries and a liaison center for standardized construction among SCO countries.
"The two SCO Bases for Technical Measures to Trade represent a new attempt of leveraging the public goods attribute of SCODA and amplifying the demonstrative effect." said Fu Zhonghua, Member of the Party Working Committee and Deputy Director of the Administrative Committee of SCODA. We will promote the construction of the two SCO bases for technical measures to trade step by step, actively carry out research on rules of technical measures to trade in the SCO countries, build a service system of technical measures to trade, and implement key tasks such as building an inspection and testing industry chain and building a demonstration base for the export of "new three" products, so as to promote the interconnected development of industries, energize international economic and trade cooperation, and promote high-level opening-up.
Forming Synergy to Develop the Two Bases for Technical Measures to Trade
During the event, the SCO Technical Measures to Trade Base and Spices Technical Measures to Trade Base signed contracts with partner organizations respectively, and the SCO Technical Measures to Trade Base signed contracts with 7 industrial technology and trade bases in Qingdao Customs Area, jointly expanding the breadth and depth of technical measures to trade cooperation.

Through research, we've found that more and more automobile companies are targeting this market and planning to expand their business." said Yan Xiuguo, Head of Liangshan County Special Vehicles and Parts Technology and Trade Base, a partner of SCO Technical Measures to Trade Base. SCODA boasts rich market resources, and provides solutions for enterprises to break trade barriers and improve market access, which will help automobile companies better explore the market of SCO countries.
On the same day, the first batch of experts of the SCO Technical Measures to Trade Base was also gathered here, with 15 customs experts, 14 industrial and supply chains experts and 2 think tank experts appointed. It aims to provide professional guidance and intellectual support for the construction and work of the SCO Technical Measures to Trade Base through the formation of a "three-type" expert team integrating customs, production and intelligence related specialists.

Upgrading Cooperation and Creating a New Model of SCODA and Customs Collaboration
During the event, SCODA and Qingdao Customs signed a memorandum of cooperation, focusing on key work in eight areas to build on cooperation results and raise cooperation levels.
On the basis of previous cooperation, the two sides will further deepen practical cooperation in such areas as promoting the construction of the SCO International Hub Port, deepening the construction of the two SCO bases of technical measures to trade, and supporting the expansion of the "Silk Road E-commerce" Comprehensive Services Base in multiple channels. "With the deepening of cooperation, Qingdao Customs will launch more public products with SCODA, and promote more efficient and smooth regional logistics channels, to produce more economic and trade cooperation scenes, and steadier pace of institutional opening up. This will create a new model of high-quality cooperation in building the Belt and Road between SCODA and Qingdao Customs." said Shen Yang.
Zhang Xinzhu said in the welcome speech that SCODA will further deepen all-round and three-dimensional cooperation with the customs system, take the opportunity of building the two SCO bases for technical measures to trade, and leverage opportunities such as the construction of the China-SCO Customs Information Center and the application for the construction of designated supervision sites for imported grain. We will make solid progress in the construction of key projects such as export distribution centers for the "new three" products and cooperation in the inspection and testing industry chains, accelerate the construction of the pilot area for innovation of two-way investment and trade systems among the relevant localities across the SCO states, cluster zones for entrepreneurship and business, and pilot zones for local economic and trade cooperation under the Belt and Road Initiative, so as to create new heights of opening-up in the new era.
