Seminar on the Economic and Trade Cooperation between China-SCO Local Economic and Trade Cooperation Demonstration Area and Heilongjiang Held in Harbin
On December 18, the Seminar on the Economic and Trade Cooperation between China-SCO Local Economic and Trade Cooperation Demonstration Area (SCODA) and Heilongjiang was held in Harbin. This seminar was aimed at playing the role of SCODA as international public goods and connecting with the advantages of Heilongjiang in rules and institutions, logistics ports, and cooperation with Russia, to promote the coordinated development between the two sides in platform collaboration, port cooperation, and production capacity cooperation, and make concerted efforts in expanding the local economic and trade cooperation with SCO countries and countries engaged in the Belt and Road development, better serving China's opening-up.
Ma Li, Vice Secretary General of Heilongjiang Provincial Government, Zhang Xinzhu, Member of the Standing Committee of the CPC Qingdao Municipal Committee, and Secretary of the Party Working Committee of SCODA, and Xia Bingjun, Inspector at Level 2 of the Department of Commerce of Shandong Province, attended the event and addressed speeches. Ding Shuwang, Vice Special Commissioner of the Ministry of Commerce in Dalian (responsible for the overall work), Chen Xiaojie, Inspector at Level 1 of the Heihe Municipal People's Government, Chairman of the Heihe Municipal Committee of China Democratic League, Member of the Standing Committee of the Heilongjiang Provincial Committee of China Democratic League, Zhuang Shichao, Deputy Director General of the Heilongjiang Provincial Sports Bureau, Chu Zhihui, Inspector at Level 2 of the Heilongjiang Province Department of Commerce, and Yin Chengyun, Vice Secretary General of Harbin Municipal People's Government, Director of the Administrative Committee of the Harbin Comprehensive Bonded Zone, and Director of the Administrative Committee of the Harbin Airport Economic Zone, attended the event.
Ma Li said in his speech that we would deepen cooperation with Qingdao and SCODA, strengthen interaction in advantageous industries to yield win-win results, and jointly strengthen and grow the high-level export-oriented economy.
In his speech, Zhang Xinzhu stated that through this event, SCODA and Heilongjiang will establish a broader and deeper cooperative relationship based on consolidating previous cooperation. The two sides will jointly expand the cooperative space in fields such as trade with Russia, channel building, cross-border e-commerce, and platform co-construction, deeply integrate into the joint development of the "Belt and Road", and gather new synergy to serve China's overall situation of opening up.
Xia Bingjun hoped that the two sides could leverage the international open platform of SCODA, to effectively coordinate advantageous resources of various sides, and strengthen all-round cooperation in logistics, trade, investment, and talent, jointly writing a new chapter of high-quality development.
During the event, Qingdao Municipal Bureau of Commerce and Harbin Municipal Bureau of Commerce signed a cooperation agreement. The Administrative Committee of SCODA signed cooperation agreements with the Administrative Committee of Harbin New Area, Jiamusi Municipal Government, Heihe Municipal Government, Suifenhe Municipal Government, and Fuyuan Municipal Government respectively. The signing parties will strengthen cooperation in port collaboration, building logistics channels expanding trade with Russia, etc., creating an open community for regional collaboration and innovative development.
On the site, nine projects were signed, including Epinduo, Airport Economic Zone 58 Auto Trade, Joyvio Beidahuang Agriculture, etc.
At the event, SCODA, SCO International Capital Port, SCO Hub Port New City, Harbin Area of Heilongjiang Pilot Free Trade Zone, Jiamusi, and Heihe delivered thematic promotions.
The event was guided by the Department of Commerce of Shandong Province and Heilongjiang Province Department of Commerce, and hosted by the Administrative Committee of SCODA and the Administrative Committee of Harbin New Area. 150 representatives of Chinese and Russian business associations and enterprises attended the event. They communicated and negotiated on transport, trade, and industrial cooperation, connected high-quality resources and deepened pragmatic cooperation in an all-round manner, reaching nearly 30 cooperation intentions. Financial institutions and enterprises on both sides communicated on jointly building the SCO International Capital Port and explored financial opening-up to Russia and financial model innovation to address the pain points and bottleneck of the economic and trade cooperation with Russia, in a bid to facilitate SCODA building a new hub for financial opening-up.
